Russian Prime Minister Dmitry Medvedev has arrived with a large delegation to an unannounced visit to the Crimea Black Sea peninsula. Medvedev is the highest-ranking politicians of the Russian government, who visited the Crimea since the internationally unrecognized accession to Russia, reports the Interfax news agency.

Kerry stressed then that there would be “no decision about Ukraine without Ukraine”. The government in Kiev and Ukraine’s population would have to be included.
Lavrov confirmed Russia would respect the right of Ukraine to territorial integrity. However, the Ukraine could not function as a unified state, but could choose as a loose federation of regions, their own economic models as well as language and religion. This proposal had the Ukrainian transitional government back immediately.
